I asked the Head of Planning at Allerdale Borough Council, Kevin Kerrigan for his comments on the statement yesterday (see below) and if he felt it would be appropriate to take it into account immediately when determining applications.
This is his reply:
"The Ministerial Statement is a material consideration which we will need to have regard to in assessing current applications. The statement indicates more detailed guidance is to be published to assist in the assessment of applications and as yet I have not seen a timetable for publication but this will be an important document in assessing the balance."
